May I suggest a correction to the translation you did:

جیسے بے اختیار نطفہ اچھل کر صورت انزال اختیار کرتا ہےیہی صورت کمال خشوع کے وقت رونے کی ہوتی ہےکہ رونا آنکھوں سے اچھلتا ہے

I think the translation at http://www.ahmadibeliefs.com/allah is more accurate:

Obviously, one would wonder how can ejaculation be compared to tears, because tears don’t jump out of the eyes like semen does. I mean it is, indecent to discuss, but it is a fact there is no comparison between jumping of tears (which don’t jump at all) and jumping of ejaculation. The only plausible explanation is that Mirza Sb had an erectile dysfunction and his ejaculation was just as good as tears coming out of eyes. “And there is another similarity between intensity ( in prayers) and drop of semen, and that is when a person’s semen enters his wife or any other woman. And the pleasure of orgasm is halal when man mates with his wife and sometimes, haram when man mates with a prostitute.

Same is the situation with intensity, cries and weeping, i.e. sometimes intensity and crying is for one and only God which is free from any shirk or bidaat, thereupon that pleasure of crying is a halal pleasure. But sometimes intensity and crying and its pleasure is polluted with bidaat or worship of idols but that pleasure is similar to pleasure obtained from mating with prostitution. “
